Biographical Information

Born in Iowa in 1886, Earl Mann attended business college in his home state, and then went on to serve in France and Germany during World War I, where he earned the rank of Lieutenant, a rank not attained by many African Americans at the time.

Lieutenant Mann came to Denver in 1918 to be treated for war wounds at Fitzsimmons Army Hospital, and, after recuperating, made Denver his home. In 1942, he became the first black elected to the Colorado Legislature in the 20th century, and served five consecutive terms in the House of Representatives.

At various times during his working life, Mann was Deputy Federal Marshall of the United States District Court, and was a clerk for the Denver Water Department.

Mann was an active member of the American Legion and the Disabled American Veterans. He also was an editorial columnist for the Colorado Statesman and the Denver Post.

Earl Mann died in Denver in 1969.

The Earl Mann Papers (1919-1968) include material relating to Mann's military career, personal life, and his involvement in public life as a member of the Colorado State Legislature. The collection is rich in correspondence, photographs, newspaper clippings, and publications that relate to African Americans during the 1940s-1960s.

The Earl Mann Papers have been organized into five series: general, correspondence, military, photographs, and publications. The first series, general, includes personal papers and is arranged alphabetically. The second series, correspondence, consists of letters from specific individuals, the White House, and Congress. It is arranged alphabetically. The third series, military, includes the papers kept by Mann regarding his military career. The fourth series, photographs, consists of photos of Mann taken with other individuals. The fifth series, publications, includes publications gathered by Mann. These include many house and senate texts. This series is arranged alphabetically.
